UK considers scrapping ‘controversial’ inflation measure

first_imgThe UK’s upper house of parliament has begun an inquiry into whether the retail prices index (RPI) should be scrapped as a measure of consumer inflation, a move that the government has indicated could save employers up to £90bn (€102bn) in pension deficit contributions.The House of Lords’ Economic Affairs Committee yesterday discussed whether RPI – which tracks the price change of a basket of items from furniture to footwear – still had relevance to measuring price movements in the UK economy.RPI is particularly important for pension funds as the government still refers to the index to determine payments on the £400bn pile of index-linked gilts – many of which form the backbone of UK defined benefit (DB) pension portfolios.In addition, RPI is still widely used by DB pension funds to calculate annual pension increases. According to the Department for Work and Pensions (DWP), 73% of DB schemes in the UK currently index their liabilities using RPI – despite a wholesale move to the consumer prices index (CPI) for state pension increases in 2011. The CPI figure historically has been lower than RPI. Changes to RPI – or its abolition – could mean a major upheaval for members of existing DB schemes, said Andy Cork, partner at law firm Allen & Overy.“Many schemes are required to use RPI as the law stands at the moment, because their rules say so – they will have some formulation that pension increases are applied in accordance to RPI and with limited flexibility to change,” Cork said.“There would inevitably be some schemes that have that written in, and I think as part of scrapping RPI the government would have to give us greater direction [regarding] what to do with those schemes.”In 2016, the trustees of the Barnado’s charity pension scheme failed at the UK’s Court of Appeal in their attempt to switch from RPI to CPI, with the judges ruling in favour of the existing rules and terms of the plan. Earlier this year, trustees of the Thales pension scheme failed to convince the High Court in a similar case.The DWP further stated in March in its white paper on DB schemes that a move to CPI would slash the current £200bn aggregate DB deficit by as much as £90bn. On the flipside, the DWP noted, the move to CPI could cut annual member benefits by as much as £300 three years after the switch – or up to £12,000 over their lifetime.Ultimately change was needed, said Anna Rogers, senior partner at ARC Pensions Law, but weighing member benefits against employer gains was politically very sensitive.“It is a hugely controversial area,” she said, “and it also presents a big technical problem in terms of what a resolution might look like. It seems to me that we should welcome another inquiry.“We need to keep having inquiries until someone can find a solution.”last_img read more

PG Bison opens R1.3bn board factory

first_img21 April 2008South African timber products manufacturer and distributor PG Bison has officially opened its R1.3-billion board plant outside Ugie in the northeastern pine forest plantations of the Eastern Cape province.Work on the facility started after PG Bison’s parent company, JSE-listed Steinhoff, purchased a 67% stake in North East Cape Forests from Mondi, with production starting in December and being ramped up steadily since then.In a December statement released after the first board was pressed at the plant, PG Bison added that the board plant, which covered some 36 hectares of a 64-hectare site, was designed to accommodate possible future timber beneficiation processes.PG Bison said that the 1 000m³ per day particle board plant was a pivotal development in the forestry cluster, intending to extract maximum value from the raw material by utilising the entire tree in an integrated operation.Further value will be added to the raw board through a 35 000m² melamine faced board press which was successfully commissioned in October last year.“When the Ugie board plant reaches full production, we will almost double our capacity, creating exciting new opportunities to establish PG Bison as the preeminent particle board producer in South Africa,” said PG Bison CEO Chris van Niekerk.Developing local economy, skillsPG Bison said that it had gathered a team of production specialists from its other plants around the country and had spent several months training locally recruited employees.“Many of the new production staff spent a considerable amount of time receiving on the job training at facilities elsewhere in the country,” the company said. “Key personnel were sent abroad to learn the specifics of operating the continuous press – the largest and most modern press of its kind in Africa.”Preparations in the surrounding North Eastern Cape Forests to supply the board plant with 1 300 tonnes of timber per day were also on track with mechanised harvesting operations and road networks having been established, while the Forest Stewardship Council certified timber for the plant will come from PG Bison’s own 33 000-hectare plantations.“Some 78% of the total project costs is being spent locally, with the balance going to key components manufactured abroad,” PG Bison pointed outThe forestry cluster development is a significant economic injection for the north Eastern Cape, creating an estimated 2 700 direct jobs with an initial annual salary bill of R90-million.“The development offers numerous opportunities for local entrepreneurs to provide supporting services. Ohio State students not surprised by Terrelle Pryors departure

Terrelle Pryor’s time at Ohio State has come to an end. OSU students aren’t surprised. Larry James, Pryor’s attorney, said Pryor will forgo his senior season. Through James, Pryor released a statement on Tuesday to The Lantern. “In the best interest of my teammates, I’ve made the decision to forgo my senior year of football at the Ohio State University,” Pryor said. Pryor’s decision comes in the wake of former head coach Jim Tressel’s resignation and multiple reports saying that the NCAA launched an independent investigation of the star athlete for allegedly receiving discounts on vehicles throughout his tenure at OSU. OSU students weren’t surprised by the news of Pryor’s departure. “I’m not surprised,” said Andrew Leggett, a first-year in pharmaceutical sciences. “I’ve felt like it was going to happen for awhile.” Pryor has long been a polarizing figure in the Buckeye community and his departure is no different. “I feel like it would be better if he stayed,” said Aaron Wendel, a first-year in health sciences, “because he’s not ready for the NFL I don’t think.” Not everyone agreed. “I don’t think he was going to be able to play next season anyway,” said Paul Warren, a first-year in Biology. “It’s probably in his best interest (to leave).” Pryor’s 31-4 record as a starter makes him the second-winningest quarterback in OSU history, trailing only former Buckeye quarterback Art Schlichter. Pryor threw for 6,177 yards and 57 touchdowns while rushing for 2,164 yards and 17 touchdowns. James said Pryor hasn’t decided what the next step in his career will be. Some have suggested Pryor could enter the NFL’s supplemental draft. Many question whether Pryor’s skills can translate to the next level. “I don’t think he’s going to do anything (in the NFL),” Leggett said. “I don’t think he’s ready. I don’t think he has the ability to read defenses or make throws. I think he’s done.” Others think Pryor’s raw athletic ability is too good for NFL teams to turn down. “I think he can make (the NFL),” Warren said. “I think he’s athletically gifted. If he wants to, he’ll be able to.” OSU’s next step at quarterback is just as uncertain Pryor’s. Joe Bauserman, Kenny Guiton, and Braxton Miller spent spring practice vying to replace Pryor, who was facing a five-game suspension for selling memorabilia and accepting improper benefits. Now, in wake of Pryor’s absence, the trio of inexperienced quarterbacks will have to lead the Buckeyes for the entire season. “I don’t know who the next quarterback will be so it will be interesting to see what happens next year,” said Amy Hoffmeister, a third-year in human development and family science. read more

The incident took place Aug. 20 around the 2800 block of Neil Avenue.According to a case document, a warrant for his arrest was issued Tuesday shortly after the complaint was issued. His arraignment is scheduled for 9 a.m. Thursday. No bond has been issued for Dunn.Dunn was dismissed from Ohio State’s football team in July 2016 and was later charged with domestic violence and assault. According to court documents, the charges of domestic violence were dismissed, but he was found guilty on charges of assault on Feb. 6, 2017. He was sentenced to 180 days in jail and 730 days of probation. The 180-day sentence was suspended and not served. read more

The Buckeyes (10-10) hope to continue their winning ways at home against the Rainbow Warriors (9-11) in a four-game series starting Thursday. The Buckeyes have won three of their past four games, while Hawaii has lost six of its past seven. In four home games this season, Ohio State has hit .355 with six home runs for an average of 8.5 runs a game. The explosive offense of Ohio State will be tested against a Hawaii squad that boasts several successful pitchers. Redshirt junior pitcher Dylan Thomas has a 1.50 ERA in 24 innings pitched this season. Thomas has thrown 13 innings as a starter, including an 11-strikeout start against Longwood University. Sophomore pitcher Jeremy Wu-Yelland has the most innings pitched for Hawaii. He holds a 4.13 ERA and 24 strikeouts in five starts. The Rainbow Warriors hold a team ERA of 4.20, while averaging 8.35 strikeouts a game. Offensively, Hawaii bats .256 as a team. However, more than 42 percent of the team’s hits come from three starters.The team’s top hitter is freshman outfielder Scotty Scott, who bats .325. Scott has started all 20 games for the Rainbow Warriors and leads the team with five steals on eight attempts. Sophomore first baseman Alex Baeza leads Hawaii with 20 RBIs, as well as four home runs and a .319 batting average. The last of Hawaii’s big three is senior shortstop Maaki Yamazaki. He has a .304 batting average to go with 13 RBIs. The series between Ohio State and Hawaii takes place at Bill Davis Stadium, and will open up with a 5:05 p.m. game on Thursday. This will be followed by a 5:05 p.m. Friday game, a 3:05 p.m. game on Saturday and a 1:05 p.m. finale on Sunday. read more
